Selected Project Examples
Crooked River Pilot Project, Crooked River Watershed Council, Prineville, OR (2007-08).
Project manager for the development of conceptual and final design of a 3.4 acre floodplain site on the Crooked River. Southall and Corsale were retained by the Crooked River Watershed Council to develop construction plans to remove or pull back existing levees, reconnect the historic side channel, and improve aquatic habitat complexity for resident and reintroduced anadromous fish. Final designs are due mid July with construction planned for Spring 2009. Design Budget $45,000.Hepton Lake, St.Maries, ID(2007)

Project manager for the development of wetland enhancement alternatives for the 1,180 acre Hepton Lake property, owned by the Coeur D’Alene Tribe. The project goal was to create and functioning wildlife management area that maximizes habitat mosaics for nesting, grazing, and provides escape covers for waterfowl as well as other wildlife species. Mr. Southall and his team characterized the physical landscape and assessed current ecological function through wetland delineation and functional assessment, topographic and bathymetric survey. Hydrologic & hydraulic analyses were conducted to understand the potential for restoring a native wetland complex. Based on this picture of current site conditions wetland enhancement alternatives were developed that considered cost effectiveness, diversity and maximization of wildlife habitats. Project was completed in 2007 within the budget of $67,000.
Brownwood Flood Mitigation and Restoration, Portland, OR (2004-07).
Lead project environmental scientist for design of a 52 acre floodplain restoration project along Johnson Creek. Project responsibilities included design, public outreach and communication of design ideas, design documentation, permitting support and construction oversight. The Brownwood project involves large-scale floodplain and channel restoration within the context of a highly-modified channel and hydrologic regime in an urban setting. Several thousand feet of Johnson Creek was relocated from a rock-lined flood control channel into a meandering planform with deformable banks and complex in-stream habitat. Attendant wetlands and backwater channels were excavated to create over 13-acres of floodplain habitat where none had previously existed. Species of concern for this project include steelhead trout, Chinook salmon, and red legged frog. The project was completed in summer, 2007.
Kelley Creek Channel Realignment, Portland, OR (2003/4)
Responsible for the development of final construction documents, cost estimates and assisted with design specifications for the relocation of lower Kelley Creek. The project realigned Kelly Creek into a new meandering channel with pool and riffle habitats. Six acres of the former floodplain surface was lowered to create flood storage and restore habitat in this urban, residential area. Re-meandering of Kelley Creek and the appropriate placement of gravel and large wood provided immediate beneficial cold water spawning and rearing habitat for fish (including steelhead/rainbow trout, cutthroat trout and coho salmon). In combination with the construction of two backwater channels to Johnson Creek, 13.6 acre-feet of additional floodwater storage provided immediate beneficial wetland habitat and high-flow refuge for fish. Provided construction oversight during summer 2004.
West Eugene Parkway, Eugene, OR (2004)
Project manager for a hydrologic study of the West Eugene Wetland Complex. Mr. Southall directed the GPS site survey, including training of staff members, processed field data to produce base maps, and authored associated technical report. Sub to URS on contract to ODOT. Project Budget, $15,000.
